Abstract : This chapter emphasizes direct trade in GM crops. It notes that two distinct groupings of countries are emerging in formulations of regulatory regimes for GM foods. One group is the EU 'club' where a combination of bans and restrictions on trade are being implemented. The second group is the North American 'club' with low degrees of regulatory restrictions. The chapter analyses the nature of regulatory standards and conflicts with World Trade Organization rules, using a Krugman-style monopolistic competition trade model. , the two clubs are unlikely to agree on standardized regulatory systems. The likely outcome is for trade to occur between members of each club.
